Embracing Servingness
PCC has proudly met the eligibility criteria as a Hispanic-Serving Institution (HSI) since 1990. In its commitment to fully embrace this identity, PCC intentionally grounds its work in Latina/e/o/x and Chicana/o/x scholarship, particularly the concept of Servingness, to support the success of Latina/e/o/x and Chicana/o/x students. Dr. Gina A. Garc铆a, a national expert on HSIs, defines servingness as the ability to...鈥渆nroll and educate Latina/o/x and Chicana/o/x students through a culturally enhancing approach that centers Latina/e/o/x and Chicana/o/x experiences and ways of knowing,鈥 鈥渢ransform organizational structures for serving, and to provide experiences that lead to academic as well as liberatory outcomes." As an equity-minded learning community, together we will propel PCC into becoming a truly Hispanic-serving institution.
What Does it Mean to be an HSI?
An institution of higher education is designated as a Hispanic-Serving Institution (HSI) when at least 25% of its undergraduate full-time equivalent students identify as "Hispanic" 鈥 or, as we prefer to say at our College, Latina/e/o/x and Chicana/o/x 鈥 at the end of the award year immediately preceding the date of application.
As an HSI, we are not only dedicated to enrolling Latina/e/o/x and Chicana/o/x students but also to serving them in meaningful ways. This includes providing culturally responsive programs, resources, and support services that enhance educational opportunities, promote equity, and empower our Latina/e/o/x and Chicana/o/x students to thrive academically and beyond. Embracing our identity as an HSI, we actively contribute to the broader goals of social justice and educational equity, ensuring that our institution serves as a place of growth, empowerment, and community for our diverse student populations.
91性息港 qualifies as a Hispanic Serving Institution (HSI) because over 50% of its student population falls under the category of 鈥淗ispanic,鈥 the majority of whom are of Mexican and Central American origin. The Title V Grants team recognizes the problematic nature of this and other categorizations and labels for a sector of the student population who has (or chooses to center) Indigenous origins from both the northern and the southern regions of the Americas. Indigeneity is an important focal point to highlight, especially given the recent dissemination of the 2020 Census. People were informed that they were required, by law, to submit their responses either electronically or by mail. According to the 2020 Census, if one is to identify as Mexican, Mexican American, and/or Chicano鈥攐r for that matter Puerto Rican, Cuban, Salvadoran, Dominican, Colombian, Guatemalan, Spaniard, Ecuadorian, etc.鈥攐ne must, also, by default, agree to Hispanic or Latin origins.
The inherent 鈥渓ogic鈥 of the question disallows for an affirmation of Indigenous origins鈥攐rigins that are dominant and existed before the arrival and invasion of the Spanish and their European/Latin ideologies, languages, and religions to the ancestral lands from where so many of our students and their families have emerged. Additionally, this Indigenous history existed long before the U.S. federal government developed standards provided by the U.S. Office of Management and Budget for collecting data on race and 鈥淗ispanic鈥 origin, an origin that privileges and centers Euro-colonial origin and identity.
To serve our students, we must respect, not impose, their origins or identity, especially those that have been a focus of erasure and misrepresentation for centuries whereby the many thousands of years represented by their Indigenous history, knowledge, and cultures has been and continues to be disappeared. As advocates of equity outcomes and social justice in education, it is important that we commit to continued learning, unlearning, and relearning to be of true service to our largest and most diverse student population.

1833 -
The San Gabriel Mission is secularized. Do帽a Eulalia P茅rez de Guillen de Marin茅 receives 14,000 acres of Rancho San Pascual, which includes what will later become Pasadena, San Marino, parts of La Ca帽ada, Sierra Madre, and South Pasadena. -
1886 -
City of Pasadena is incorporated. -
Before and
through Early
20th century -
Mexican-descent people labor on the railroad, in fields, in private homes, and as builders of the city. They live in 3 segregated neighborhoods throughout Pasadena. -
1897 -
Maria de Guadalupe Evangelina L贸pez is the first Spanish-surnamed student to graduate from Pasadena High School. In 1902, she becomes the youngest instructor on record at USC. -
1914 -
Junipero Serra School, the first of 2 segregated Mexican schools, opens in the southwest section of Pasadena. -
1915 -
Titleyville School, later known as Chihuahuita, opens as 2nd segregated Mexican school in east Pasadena. On its location now sits our PCC Foothill campus. -
1924 -
Pasadena Junior College first established on the Pasadena High School campus. -
1947 -
Xochimilco Club at Pasadena Junior College created 鈥渢o further the ideals of racial equality鈥 and encourage the retention of Latina/o/x and Chicana/o/x students at the school. -
1971 -
Manny P茅rez, who grew up in Chihuahuita, becomes first Mexican American dean 91性息港. This is preceded by becoming the first Mexican American teacher in the Pasadena Unified School District in 1958. -
1982 -
Jaime Escalante, PCC alumnus, successfully teaches 18 mostlyLatina/o/x and Chicana/o/x students at Garfield High School to pass the AP Calculus exam. While the College Board originally accuses the students of cheating, this claim is proved false and Escalante鈥檚 teaching ultimately receives national recognition. -
1990 -
For the first time on record, PCC has met the eligibility criteria to be designated an HSI. -
1991 -
The PUENTE Project established its first cohort 91性息港. -
1994 -
The first Adelante Mujer Latina, a daylong career conference, is held 91性息港. The largest gathering of Latina youth in the state, it is now part of the programming of the Adelante Youth Alliance, a community partner of PCC. -

PCC鈥檚 first Title V HSI grant awarded

2005 -
Adriana Ocampo, a PCC alumna 鈥77, is named Science Mission Director for the Planetary Science Division at NASA. Her leadership includes oversight of the missions to Jupiter and to Pluto.

PCC offers the Chicano Studies Academic Travel & Study Abroad Program in partnership with Colegio de Espa帽ol y Cultura Mexicana (CEPE), de la Universidad de Guadalajara, Jalisco, M茅xico. Over 60 students (majority Chicana/o/x & Latina/o/x) participate in this program benefiting from the culturally relevant and responsive opportunity to connect to historic and sacred sites in locations including, Jalisco, Guanajuato, Colima, Zacatecas, Ciudad de M茅xico, formerly Distrito Federal, Nayarit among others. -

Pathways Center鈥檚 .XL Summer Bridge-FYE Program - On September 30, 2009 the Pathways Center's .XL Summer Bridge/First-Year Experience Program was recognized in Washington, D.C. by Excelencia in Education as an Example of Excelencia. This is a national initiative to accelerate Latino student success in higher education. XL was selected as a Finalist at the Associate Level. -

Latina/o/x and Chicana/o/x students represent 51% of the PCC student body, which the College celebrates on D铆a de la Raza that Fall.

Bright Spot Honoree - On September 13, 2018 PCC Pathways was recognized as a Bright Spot by Ed Trust--West at its Education Equity Forum in Sacramento, CA. Ed Trust-West advocates for educational justice and the high academic achievement of all California students, particularly those of color and living in poverty. -

PCC, with the support of the Chicana and Chicano Studies Student Services Fund and ALE (Association of Latino Employees) hosts its first ever Indigenous Peoples鈥 Day Event on October 8, 2018, 鈥溾 A mural exhibit was installed in Creveling Lounge to acknowledge the ancestral wisdom lineage and the Indigenous origins of the campus鈥 largest student population, many of whom are of Mexican and Central American descent.
